In this Tuesday, June 11, 2013, photo, a single house is offered for sale in Santa Monica, Calif. Latest data show home prices rose in May.

U.S. single-family home prices rose in May, the biggest annual jump since 2006, a closely watched survey showed on Tuesday.

The S&P/Case Shiller composite index of 20 metropolitan areas gained 1 percent on a seasonally adjusted basis, shy of economists' forecast for a 1.5 percent increase. That marked a slower pace from April's 1.7 percent rise.

(Click here to track the U.S. stock market in premarket trade following the report.)

On a non-adjusted basis, prices rose 2.4 percent.

Compared to May 2012, prices also fell short of expectations, rising 12.2 percent from a year earlier. Still, it was the biggest annual gain since March 2006, matching a record set in April.

The report was unlikely to alter economists' views that the housing sector continues to recover, making it a bright spot for the economy.

All 20 cities rose on a yearly basis, led by a 24.5 percent surge in San Francisco.

Northeast Utilities Beats Earnings Estimates

Northeast Utilities (NU) announced second-quarter 2013 pro forma earnings of 55 cents per share, beating the Zacks Consensus Estimate by 4 cents and year-ago level by 10 cents.

The improvement in earnings was primarily driven by year-over-year rises in Electric Transmission, Electric Distribution and Generation, Connecticut Light and Power Company, NSTAR Electric, Public Service Company of New Hampshire, Western Massachusetts Electric Company, Natural Gas Distribution, and NU parent and other businesses' earnings.

On a GAAP basis, the company reported earnings of 54 cents per share versus 15 cents per share a year ago. The difference between GAAP and pro forma earnings was due to a penny cost associated with the impact of NSTAR merger.

Total Revenue

Northeast Utilities' revenues of $1,636 million beat the Zacks Consensus Estimate by $22 million and prior-year results by 0.4% primarily due to favorable performance from all the segments.

Operational Highlights

Northeast Utilities' overall retail electric sales increased 0.6% year over year to 12,911 Gigawatt hours. The company?s natural gas sales were 15,238 million cubic feet, up 12.9% year over year.

Northeast Utilities? total operating expenses decreased 12.5% year over year to $1.3 billion primarily due to lower purchased power, fuel and transmission costs, and operations and maintenance expenses. In addition, decline in the amortization of rate reduction bonds was also responsible for the lower expense.

Financial Update

As of Jun 30, 2013, Northeast Utilities had cash balance of $36.1 million compared with $45.7 million as of Dec 31, 2012.

Long-term debt as of Jun 30, 2013 was $7.7 billion versus $7.2 billion as of Dec 31, 2012.

Net cash flows provided by operating activities during the first six months of 2013 were $769 million, significantly higher than $320.4 million reported in the year-ago comparable period.

In the first half of 2013, capital expenditures increased to $700.3 million from $690.4 million a year ago.

Guidance

Northeast Utilities narrowed its full-year 2013 earnings guidance in the range of $2.45 to $2.60 per share from the prior guidance of $2.40 and $2.60 per share.

Other Company Releases

American Electric Power Co. Inc. (AEP) reported second-quarter pro forma earnings of 73 cents per share that missed the Zacks Consensus Estimate by 4 cents.

Entergy Corporation (ETR) is slated to release its second-quarter earnings on Jul 30. The Zacks Consensus Estimate is $1.02.

Exelon Corporation (EXC) is slated to release its second-quarter earnings on Jul 31. The Zacks Consensus Estimate is 55 cents.

Our View

In second-quarter 2013, Northeast Utilities experienced positive impacts from the NSTAR-merger. Both NSTAR Electric and NSTAR Gas Company performed well. We believe this merger will continue to support the company to increase its scale of operations, which will subsequently help to serve a wider customer base.

In addition, Northeast Utilities expects the Greater Springfield Reliability project to contribute significantly in 2013 as it will be online by this year.

However, stringent regulations and over dependence on transmission and distribution businesses, may to some extent, restrict Northeast Utilities? future performance.

Hartford, Conn. and Boston, Mass.-based Northeast Utilities provides energy delivery services to residential, commercial and industrial customers in Connecticut, New Hampshire and Massachusetts. The company currently has a Zacks Rank #3 (Hold).

Possibly lethal fever hits thousands in parched Southern California farm region

FRESNO, Calif. (AP) -- California and federal public health officials say valley fever, a potentially lethal but often misdiagnosed disease infecting more and more people around the nation, has been on the rise as warming climates and drought have kicked up the dust that spreads it.

The fever has hit California's agricultural heartland particularly hard in recent years, with incidence dramatically increasing in 2010 and 2011. The disease -- which is prevalent in arid regions of the United States, Mexico, Central and South America -- can be contracted by simply breathing in fungus-laced spores from dust disturbed by wind as well as human or animal activity.

The fungus is sensitive to environmental changes, experts say, and a hotter, drier climate has increased dust carrying the spores.

"Research has shown that when soil is dry and it is windy, more spores are likely to become airborne in endemic areas," said Dr. Gil Chavez, Deputy Director of the Center for Infectious Diseases at the California Department of Public Health.

Longstanding concerns about valley fever were heightened last week when a federal health official ordered the transfer of more than 3,000 exceptionally vulnerable inmates from two San Joaquin Valley prisons where several dozen have died of the disease in recent years. A day later, state officials began investigating an outbreak in February that sickened 28 workers at two solar power plants under

construction in San Luis Obispo County.

Although millions of residents in Central California face the threat of valley fever, experts say people who work in dusty fields or construction sites are most at risk, as are certain ethnic groups and those with weak immune systems. Newcomers and visitors passing through the region may also be more susceptible.

Nationwide, the number of valley fever cases rose by more than 850 percent from 1998 through 2011, according to the Centers for Disease Control and Prevention. In 2011, there were more than 20,400, with most cases reported in California and Arizona.

In California, according to the CDC, valley fever cases rose from about 700 in 1998 to more than 5,500 cases reported in 2011. The disease has seen the sharpest rise in Kern County, followed by Kings and Fresno counties.

Out of the 18,776 California cases between 2001 and 2008, 265 people died, according to the state health department.

Arizona saw an even steeper rise: The number of reported cases there went from 1,400 in 1998 to 16,400 in 2011, with the highest rates of infection occurring in Maricopa, Pima and Pinal counties.

Drought periods can have an especially potent impact on valley fever if they follow periods of rain, said Prof. John Galgiani, director of the Valley Fever Center for Excellence at the University of Arizona. Rainfall leads to fungus bloom, but limits dust.

"When it dries up, that's when the fungus goes into the air," Galgiani said. "So when there is rain a year or two earlier, that creates more cases if drought follows."

Another reason for the increase in cases, Galgiani said, is new residents, who are more susceptible to the disease, relocating to areas with the spores.

In addition, the CDC and the California Department of Public Health say improved reporting methods and better diagnosis also partially explain the increase in valley fever.

Despite that, an estimated 150,000 valley fever infections go undiagnosed every year, the CDC says. That's because valley fever is difficult to detect and there's little awareness of the disease, experts say. The fever often causes mild to severe flu-like symptoms, and in about half the infections, the fungus -- called Coccidioides -- results in no symptoms.

But in a small percent of cases, the infection can spread from the lungs to the brain, bones, skin, even eyes, leading to blindness, skin abscesses, lung failure, even death.

"Valley fever is a very common problem here, and it devastates people's lives," said Dr. Royce Johnson, professor of medicine at UCLA and chief of infectious diseases at Kern Medical Center. "But many patients don't know about it, and some physicians are only vaguely aware of it because half of our physicians come from out of state."

Dale Pulde, a motorcycle mechanic in Los Angeles County, said he contracted the disease three years ago after traveling to Bakersfield in Kern County and was coughing so hard he was blacking out; he spit blood and couldn't catch his breath. For two months, doctors tested him for everything from tuberculosis to cancer until blood tests confirmed he had the fever.

After two lung operations, Pulde gave up his job and is on disability. He says he has to take anti-fungal medication that costs him more than $2,000 per month out of pocket. He had to sell his house in Sylmar, Calif., to raise money for his treatment.

"When I found out that health officials knew about (this disease) and how common it is, I was beside myself," said Pulde, now 63. "Why don't they tell people?"

California public health officials say they are working to educate and train the public and doctors to recognize the illness.

The state has trained county health departments about the fungus, Chavez said. It has also included information on valley fever in a newsletter the California Medical Board sends to the state's licensed physicians. The CDPH website and social media feature information and data about the disease, including advice to limit outdoor activities on dry, windy days.

As prison officials gear up to move inmates from the endemic areas, doctors and patients say more needs to be done, including funding research to work on a cure.

"If the state is so concerned about prisoners, they should be worrying about all of us who live and work in the valley," said Kathy Uhley, a former realtor from Los Banos who contracted the fever last year.

Nokia VP unhappy with Windows Phone app progress

We won't be the first to say that the Nokia/Microsoft symbiosis has had its fair share of ups and downs. Regardless, if you have been paying close attention to their dealings, you can almost feel a sense of camaraderie between the two, despite the naysayers. In fact, it seemed like the duo is doing so well, that just a few weeks back everyone had a possible merger on their mind. Until, of course, that rumor was shot dead.

That being said, an interview with Nokia's VP and Manager of App development, Bryan Biniak, paints a slightly different picture. Perhaps more of a quibble, rather a full-blown critique, Biniak does raise several issues that Windows Phone as a mobile OS faces:

As you probably know, while Windows Phone is now officially in the top 3 of mobile OSes, its app store continues to lack a fair amount of big-name applications. Biniak does see and identify this as a major problem claiming that ?You can't sell a phone without the apps, you just can't?.
With that in mind, Biniak appears rather optimistic about the future of the partnership. Biniak's claim that there aren't any ?major gaps? in terms of apps gently shoved aside, the Nokia and Microsoft duo is apparently working extra hard on attracting every developer who's worth having to Windows Phone. What's more, he claims that by the end of 2013, the OS will have reached a point where
That's a big promise, and one we'll hold Nokia accountable for. Not out of spite, but the very opposite ? as consumers we want Windows Phone to succeed and raise the bar on the somewhat slumbering Android and iOS.

Red Bull Racing driver Mark Webber says their strategy paid off well ...

Red Bull Racing driver Mark Webber says their strategy paid off well in Hungary ? Formula 1 news

Red Bull Racing driver Mark Webber has said that their strategy paid off well in the 2013 Hungarian Grand Prix as he managed to secure an impressive fourth place finish despite struggling in the qualifying.

Webber could only secure 10th grid slot for the Hungarian GP as he faced some problems during the qualifying. Nevertheless, he managed to make the most out of his car in the race and successfully came 4th after following a commendable strategy prepared by his team.

The Australian driver said that he felt really good in the first lap of the race on the medium compound tyres. Moreover, he admired the efforts of his team for providing him a competent car and developing the right tyre strategy for the preceding race.

?I think we had the right strategy,? he said. ?There was a lot of pressure on the first lap to be the leading guy on the prime [medium compound tyre]. The start was okay and the first sector was very good. Then we just settled in, I had a pretty tricky car in the first three or four laps and then we just got our head down.?

Even though, he said that he could have achieved a little bit more in the previous race, he is contented over his result. In addition, he stated that he didn?t make any mistakes and tried his best to perform well for his team in Hungary.

?We could have had a little bit more, but not a huge amount more. The strategy was pretty solid. I didn't make many mistakes and I tried to stay out as long as I could,? he added.

Besides, he said that he is positively looking forward to keep up the level of his performance in the approaching races in order to make his mark stronger in the championship fight.

Currently, the Aussie is standing at 5th place in the drivers? championship with 105 points. Additionally, he is ahead of Nico Rosberg and behind his main rival, Lewis Hamilton of Mercedes.

It will be exciting to see how he performs in the season ahead. ?

Publicis And Omnicom Are Merging To Form A $35.1B Advertising Leviathan

omnicom publicisToday Publicis and Omnicom, two of the "big five" global advertising and marketing agencies, announced a "merger of equals", in which the two will combine to create the world's biggest agency, with some $22.7 billion in annual revenues and a market capitalization of $35.1 billion. The pair say that the new Publicis Omnicom Group will be jointly run by the two existing CEOs, John Wren from Omnicom and Maurice Levy from Publicis, and headquartered both in New York and Paris, with a holding company HQ in the Netherlands.

Omnicom And Publicis Announce Completely ... - Business Insider

Publicis and Omnicom just finished their first press conference? announcing their merger, creating the world's largest ad agency holding company.

Here's the official announcement.

The merger is completely unexpected. It was thought that perhaps Publicis might acquire a smaller network, such as Interpublic, or merge with an Eastern rival like Dentsu. The new Publicis Omnicom Groupe will have $23 billion in revenues and a market cap of $35 billion. The new company will have 130,000 employees.

Publicis shareholders will receive a 1 euro special dividend, Omnicom holders will receive a $2 dividend.

Omnicom has scheduled another press event in New York for Monday at 8 a.m.

Here's our live coverage of today's event in Paris:

Publicis CEO Maurice Levy is speaking first, alternating between French and English. He begins by praising Omnicom CEO John Wren.

Now Omnicom CEO John Wren is speaking, in English, to the relief of this reporter. He says talks began six months ago. We were "pinching ourselves a bit and saying is this really possible? Can this really happen?"

"We had many opportunities to test whether we could trust each other or not."

"It is inconceivable that we could take these two great companies and make them greater." He gives credit to Levy for having the idea of the merger first.

Wren is talking about how this will be good for their staff.

It's good from a client's point of view too, he says.

In terms of making both companies' offerings complete, "This gives us the opportunity to accelerate those things."

"Anyone who is concerned about any of this should not be."

"We're going to create value and new opportunities."

Back to Levy, in English.

"It is a merger of equals. The name of the new company will be Publicis Omnicom Groupe, the split of ownership will be roughly 50-50."

"We will be doing this under the ticker symbol of OMC."

$35 billion in market cap.

"This is a new company for a new world."

"A new standard for our industry. Our ambition together is to create that new standard."

"Enhancing growth and optimizing synergies ... enhanced global footprint."

He talks about digital media giants like Google and Amazon: "We will be in a position to better partner with them." (That's about matching them in size at the negotiating table.)

"Revenue of roughly $23 billion."

"Net income of close to $2 billion."

"Tax free for shareholders: It will be holding company based in the Netherlands. We will keep our headquarters in New York and Paris. ... It will be listed on the New York stock exchange and in Paris."

They will be co-CEOs for 30 months then Levy will become chair. The board will have 7 people from each company. Both CEOs will also be on the 16-person board. "We have made a commitment to increase the gender differentiation to come to parity."

Merger is hoped to close at the end of this year.

Now Levy is speaking French again. (Ma francais est terrible, donc je ne sais pas q'est-ce il dire.)

Wren is much quieter at this conference. Perhaps that's because Levy can switch between French and English effortlessly. Wren hasn't spoken a word of French so far.

Wren finally says something in French: "Oui," and everyone laughs.

Questions!

Will you be distracted from work for clients?

Wren: "A bit presumptuous to think I wasn't supported by 70,000 unbelievably productive people."

Levy: There will be a transition team to handle the merger. "We are both very experienced at acquiring and merging. ... Obviously it is a different magnitude but we're not worried about that."

Will the French government block the merger to protect an iconic French company, and what other reg hurdles will there be?

Levy: We are a private company publicly traded but we are in private hands. ... We have informed all the officials yesterday evening and this morning. The reaction we got from everyone was a tremendous support. So we don't expect the French govt will have anything else than great support.

Wren: we count the countries as something between 41 and 46 that we have to get clearances from. ... there's a lot of competition out there at every level ... it's procedural. We don't anticipate anything overwhelming.

Both say they're confident they'll get approvals. "Swiftly and without major issues," Levy says.

Now there's a question and answer from Levy entirely in French.

CNBC asks about job cuts and WPP chief Martin Sorrell. Everyone laughs. (Levy and Sorrell don't like each other.)

Levy: "Martin Sorrell is a strong competitor, a very strong competitor, we respect WPP enormously. We do not define our strategy as regard to what he will think or what he will do. We define our strategy as what is good for our clients, our people and our shareholders."

"Is this a swan song? I don't know. I know when the swan is singing he is dying, so I prefer not think about this." [That's the quote of the day right there!]

Wren: "There's no planned job cuts through this. We're reviewing it as these integration committees come together. ... this wasn't done so we could go in and cut jobs. We wouldn't have done it if that was the only opportunity."

[Readers should note that the press release says they believes they can find $500 million in efficiencies in the merger. At agencies, the biggest operating cost is staff compensation, so it looks like there will be some layoffs.]

Another question in French, and Levy answers.

Wren: In terms of shared clients, there are $6.5 billion in revenues on the OMC side in 2012, he says. "We will have to make commercial decisions about, at some point but it's not overwhelming. Most clients have long since, we've handled the question of conflicts ... extraordinarily well. ... Do I expect it to alter materially anything? Absolutely not."

Wren takes a question in French and answers in English. Compensation will be performance based, he says.

[This French-English thing will be very interesting as the merger plays out. Levy is clearly comfortable in both? languages. But on the American side, how many English-French speakers will there be?]

Bloomberg asks about the breakup fee and the small number of advisors on the deal. (The financial advisors on the deal are Moelis & Company for Omnicom and Rothschild for Publicis Groupe. ) What is the revenue overlap?

Wren: We have a process to go through ... as I said earlier our advisors have not raised any red flags. Eventually there will be a customary fee included if someone were to come in and do anything strange. No one realistically can interfere with a merger of equals. The reason on our side we didn't have more advisors is bec we didn't need them ... Maurice and I settled many of the issues. ... Normal and customary.

"Multiple of our brands are already doing common work, cooperating." Procter & Gamble, for instance. [He says that for instance Levy will have the creative and OMC has the media on many clients.]

Levy: "There were no leaks because we had so very few advisors. ..." He says firewalls or Chinese walls will be built to protect against conflicts.

Question on the $500 million in synergies mentioned in the press release, plus how did the idea first happen.

Levy: "It was not calculated it was just an encounter as we do socially from time time,? ... John thought through, in the meantime we had another encounter, we asked was it a stupid idea, John saw it was not that stupid."

A presentation to investors will be made in due course.

Question on size and digital footprint, in English ... but Levy answers in French. He's talking about his longtime attachment to the French company and its owners.

Wren: "The process (on both sides) was exactly the same with the same emotions ... with the more difficult issues the fact that we were able to get through them the way we did (is a good thing)"? ... Wren talks about trust again. "We're in complete alignment. ... there will be on occasion a couple things we simply can't agree ... we have a process which I won't go into."

Levy: [Talks about digital.] "The reason why size matters in this field is simply bec when you look at these internet giants, billions of people are connected, the classic approach of having some millions ... these numbers are absolutely huge ..."

Wren: "Anything worth having three years from now is going to be digital because the whole marketplace is moving that way ... even billboards these days." Wren mentions that he was one of the first investors in Razorfish in 1996. "I still have a T shirt from that." (Razorfish was later sold to Publicis where it is one of Publicis' biggest assets.)

Question about the diminished role of France in the deal:

Wren: "This building isn't going anywhere. This is the best real estate and it far exceeds anything we have. [Everyone laughs. Levy's office famously has a view of the Arc de Triomphe.] ... I give up my American identity and HQ and become European. ... these are truly global companies. ... the Netherlands was an elegant solution for anyone who would be troubled by that question so we proceeded with that."

Levy says something in French and everyone claps. "Voila!" he says, and the meeting ends.

+++

Adweek notes that if the deal triggers change-in-control provisions at Omnicom, CEO John Wren will receive a $70.6 million payout. Adweek's Noreen O'Leary also describes how the deal will affect the board of Publicis:

?Such a transaction would help Publicis buy the stock of retiring chair Elisabeth Badinter, the daughter of Publicis founder Marcel Bleustein-Blanchet, who has been a member of the holding company?s Supervisory Board since 1987 and its chair since 1996. She is expected to retire from that capacity at the end of 2015. Badinter, 69, is Publicis?s largest shareholder, with 9.13 percent of the company?s stock and 16.57 percent of voting rights. At the company?s current stock price of $59.35, her 19.2 million shares are valued at $1.1 billion. Depending on the terms of the deal, her holding could be halved.

O'Leary also notes that the heads of the major agencies ? such as Publicis' Saatchi & Saatchi and Leo Burnett; and Omnicom's TBWA, DDB and BBDO ? were not told of the merger talks as they were happening.

David Jones, CEO of rival network Havas Worldwide, has questioned the deal, saying it will not be in the best interest of clients because the new behemoth might be more bureaucratic and less nimble.

Rescue dog stolen; thieves call to rub it in | Home | Winnipeg Sun

Tiger Lily is described as a sweet, friendly dog who is spayed, tattooed and micro-chipped.

A local dog was rescued once, only to find herself in need of rescue again.

Tiger Lily was staying with a family after the five- or six-month old pup was rescued by Happy Trails Adoption Centre.

But last week, the foster family came home to find their West End door wide open, and no dog.

"They first thought she just ran away," Jill Hollosi from Dog Rescue Education and?Advocacy?of Manitoba wrote in an e-mail Sunday. "But the foster received a call (Saturday) from the thief saying to 'stop looking; the dog has already been sold.'"'

Hollosi says the call came from a non-blocked number, and the foster family forwarded that detail to police

Even though the group was looking for a forever home for Tiger Lily, Hollosi says this isn't something they can just accept. The dog might be in grave danger, she says.

"There have been quite a few dog thefts over the past year in Manitoba and the outcome is never good. These dogs can go into a dog fighting operations, be used for animal testing, be sold for the thief's own personal profit or become subject to other types of abuse. It is important to find Tiger Lily, bring her home and let the dog thieves know that as a province, we will not stand for this."

Anyone who sees Tiger Lily is asked to call or text Karina at 204-782-3591.

She's described as a sweet, friendly dog who is spayed, tattooed and micro-chipped.

A graduated income tax would help reduce debt

Do Republican lawmakers really want the 5 percent state income tax rolled back to 3.75 percent, despite the state's huge debt? Or do they just want to complain about broken promises because the 2011 tax hike was called temporary?

What about the broken promises to public employees and retirees? The cost of pension reform has already been a 4 percent tax increase for retired workers to pay for the health care they were promised would be free. Another 3 percent of the promised pension will be cut each year if cost-of-living increases are eliminated.

Pension reform also proposes a 2 percent tax increase (from 8 to 10 percent in the form of an increased employee contribution) for all current public employees. If they were in the Social Security system, they would only pay 6.2 percent for retirement. Are public employees' retirements benefits promised?

The state owes the pension system, not the other way around. The state, not the pension participants, should pay the debt.

A graduated state income tax, already used in 34 other states, would help bring down the debt. Republicans controlled state government when the greatest damage was done to the pension system. Republican lawmakers should support allowing the voters of Illinois to decide whether to adopt a graduated tax.

Malaysia does not have a Chinese dilemma but a Mahathir dilemma

The author of ?The Malay Dilemma? has tried to coin a new complex, ?The Chinese Dilemma? which he defined as ?whether the Chinese in Malaysia should make a grab for political power while dominating economic power or to adhere to the principle of sharing which has made this country what it is today?.

Former Prime Minister Tun Dr. Mahathir Mohamad is making history in coining a complex which exists only in his febrile imagination, as it does not afflict any single Chinese in Malaysia ? whether in Pakatan Rakyat or Barisan Nasional!

I will like to know whether there is any Chinese in Malaysia who will stand up and state that Mahathir is right that there is such a ?Chinese dilemma? in Malaysia!

Only an inveterate racist like Mahathir could interpret the 13th general elections as a ?grab for political power? by the Malaysian Chinese, when it was in fact the historic moment when Malaysians regardless of race, religion or region rallied behind the Pakatan Rakyat parties of PKR, PAS and DAP in pursuit of a common Malaysian Dream in an effort to bring about a change of Federal government in Putrajaya, for the first time in the nation?s 55-year history.

I had gone on public record before and during the 13th General Elections that my dream result for the 13GE was PR winning with a good and comfortable majority of at least 125 parliamentary seats ? with a distribution of 45 MPs for PKR and 40 MPs each for DAP and PAS.

Let Mahathir spell out how such a ?dream result? of a PR win of the Federal government in Putrajaya could be interpreted by any stretch of imagination as a ?grab for political power? by the Chinese in Malaysia, ousting Malay political power in Malaysia.

Malay political power was never in danger in the 13GE as what was at stake was whether UMNO/BN political power and their politics of race, corruption, cronyism and abuses of power can withstand the challenge of Pakatan Rakyat and the politics of multi-racialism, good governance, public integrity, freedom and justice.

Malaysia does not have ?the Chinese Dilemma? but only ?the Mahathir Dilemma? ? the spectacle of the 88-year-old former Prime Minister showing utter disrespect to the holy month of Ramadan in spearheading a campaign of lies and falsehoods revolving around his dangerous myth of ?the Chinese Dilemma?, alleging that the Malays are facing a challenge from the Chinese who want to oust them of their political power.

Within 24 hours of Mahathir?s dangerous and provocative lies about ?the Chinese Dilemma? and the dangerous and baseless myth of a Chinese grab for political power of the Malays, Umno cybertroopers have responded with more racist, inflammatory and seditious lies on the social media, including a blog dated today (28th July 2013) which alleged that the DAP had formed a new ?army? of propagandists (over and above the earlier ludicrous allegation of DAP?s ?Red Bean Army? of 3,000 cybertroopers) to promote a Malaysian republic, and to abolish both the system of Malay sultanate as well as the position of Islam as the official religion in the country.

What Malaysia needs today is a Malaysian statesman and not an inveterate and unrepentant Malay racialist ? especially from one who was the longest-serving Prime Minister for 22 years.

This is the real dilemma for Malaysia ? ?the Mahathir dilemma? and not the fictitious ?Chinese dilemma?.

Apple's iPhone Share "Impressive" Or "At Risk," Depending On Whom You Ask

Market research firms IDC and Strategy Analytics put out their estimates of second-quarter smartphone marketshare and while the numbers were different, the bottom line was the same: Samsung led the world in smartphone shipments in the second quarter and No. 2 ranked Apple saw its lowest levels of shipment growth in a few years.

Even so, the two firms diverged on what the numbers meant for Apple. IDC called the shipments ?impressive,? while Strategy Analytics said the maker of the iPhone, which runs Apple?s iOS operating system, was ?at risk? of losing more share to rivals with smartphones that run Google?s Android OS.

First up, IDC. Thanks to new models of the Galaxy S, Samsung shipped 72.4 million smartphones, a 43.9 percent jump over last year, IDC said in a statement. That left Samsung with a 30.4 percent share of the market, down from 32.2 in 2012. (Click on the chart to see a bigger version).

Apple sold 31.2 million iPhones, a 20 percent gain from last year, and captured 13.1 percent of the market. That was down from 16.6 percent last year. The biggest winners in the quarter were No. 3-ranked LG and Lenovo, which was in fourth place: LG?s shipments rose nearly 109 percent, expanding its share to 5.1 percent from 3.7 percent, while Lenovo had an almost 131 percent gain in shipments, which gave it an 4.7 percent share of the market, up from 3.1 in the second quarter of 2012.

Overall, smartphone makers shipped a total of 237.9 million units in the second quarter, a 52 percent jump over the 156.2 million units sold last year, IDC said.

While Apple ?posted its second-lowest year-over-year iPhone growth rate in almost four years as some buyers presumably held off on iPhone purchases in advance of an expected next-generation device launch this fall,? IDC said Apple?s numbers were still ?impressive as its flagship iPhone 5 model, which has been in the market for three quarters, was faced with additional global competition in the form of Samsung?s Galaxy S4 and HTC?s critically-acclaimed One models. Apple?s growth is likely to accelerate globally assuming it launches a lower-cost iPhone and continues to penetrate prepaid markets in the quarters to come.?

Strategy Analytics, meanwhile, says that global smartphone shipments rose 47 percent to 229.6 million in the second quarter from 156.5 million units in the same quarter a year ago. That was the largest number of smartphones ever shipped in a single quarter, the research firm said, noting that smartphones accounted for 59 percent of all mobile phones shipped globally.

As for rankings, Samsung earned a 33 percent share of the market after shipping two times more smartphones than Apple. The South Korean company sold 76 million smartphones, up from 48.7 million in the second quarter of 2012. ?The flagship Galaxy S4 model experienced solid demand in China and worldwide and helped to lift volumes,? Neil Mawston, executive director of Strategy Analytics, said in?statement.

Apple had shipments of 31.2 million, up from 26 million last year, which gave it a 14 percent share of the market ? its lowest level since the second quarter of 2010. Strategy Analytics says LG was the ?star performer? after shipments rose to 12.1 million from 5.8 million, giving it a 5 percent share of the market.

?Apple grew just 20 percent annually during Q2 2013, which is less than half the overall smartphone industry average of 47 percent,? Mawston said. ?The current iPhone portfolio is under-performing and Apple is at risk of being trapped in a pincer movement between rival 3-inch Android models at the low-end and 5-inch Android models at the high-end.?

Impressive or at risk? Again, that seems to depend on whom you ask.

NOAA Goes Live With New Forecasting Supercomputers

I'm actually an HWRF developer and you are correct that the summary was wrong. Our innermost domain is 3km, at a size of around 600x600km, intended to resolve the storm's inner core region (the area with the dangerous winds and, typically, largest rainfall). It is within a larger 1100x1100km 9km resolution domain, for resolving the nearby environment, and there is a gigantic 7500x7500 km, 27km resolution domain to resolve large-scale systems that drive the track. Also, the 3km resolution is not just needed to resolve convection: you need it to resolve some of the processes involved in intensity change, and in concentration of the wind maximum, such as double eyewalls, mesovortices, hot towers, and vorticity sheets. The GFS is our boundary condition, and part of our initial condition. We tried using ECMWF instead as an experiment, but that causes mixed results on track, and worse intensity. The intensity issues are likely due to their model's lack of skill at intensity prediction and primitive ocean model. (GFS has better hurricane intensity than ECMWF, despite having lower resolution!) ECMWF also has completely different physics and dynamics that ours, which results in larger shocks at the boundary.

You can see a better description of our model on our website:

http://www.emc.ncep.noaa.gov/index.php?branch=HWRF [noaa.gov]

and if you're interested in running HWRF yourself, you can do that too, though it will be another week or two before the new 2013 version is publically available. HWRF is an open source model, put out by the NOAA Developmental Testbed Center (DTC), which handles the public distribution and community support. (Support of HWRF installations in other countries' forecast centers is generally handled through the NOAA Environmental Modeling Center (EMC).) Here is the webpage for user support and downloads:

http://www.dtcenter.org/HurrWRF/users/overview/hwrf_overview.php [dtcenter.org]

As for your point about improved resolution not helping the GFS, that's not true, especially in the case of hurricanes. The resolution of the GFS (~27km) is so low that it cannot even resolve the structure of most storms, let alone see the complex features involved in predicting intensity, rainfall or the finer points of track. When it can resolve the storm, such as with Superstorm Sandy, it has intensity skill competitive with regional models. The upcoming GFS upgrades to 13km and later 9km resolution (~2-4 years away) will allow the model to get a good idea of the basic structure of the storm, and start having real skill at predicting intensity, even for smaller storms. That, in turn, will help the HWRF and GFDL regional hurricane models improve their track and intensity prediction since they both rely on GFS for initial and boundary conditions.

SETT Is A New Blogging Platform That Has Community At Its Heart

Screen Shot 2013-07-27 at 8.22.30 AMAlthough blogging is nearly as old as the Internet, it still feels like something is amiss. From Dustin Curtis’ Svbtle to Ev Williams’ Medium, there is a feeling afoot that existing platforms for blogs and long-form content still need a lot of improvement. Five years ago, early platforms like Blogger gave way to micro-blogging and networks like Tumblr. Now we’re seeing the pendulum swing back with platforms for longer-form stories and media. SETT is a blogging platform that’s looking to emphasize community, so that new users can find a right audience immediately and long-time bloggers can interact with higher-quality commenters and contributors. Aside from features that are now standard these days like a news feed of content and WYSIWYG editing, SETT has a top bar where it’s easy for bloggers to track comments or even private messages from others in the SETT community. From the start, when new users sign up for an account, SETT refers readers to your site. It has a word-matching system internally that compares posts to one another. If a reader happens to like a post about one topic, the platform will recommend other similar ones to them. The site is the brainchild of a long-time blogger named Tynan (who declines to use his last name online ever) and Todd Iceton, a developer who worked for Nutshell Mail, the company that was acquired by e-mail marketing giant Constant Contact. Tynan has been actively blogging for six years but found that it was a bit of a slog for any new user. “For people who are just starting out, their biggest hurdle is just getting that community first,” he said. There are other features meant to enhance a reader’s relationship with a blogger like a simple, one-click e-mail subscription system. Subscribers get notified of new posts and new comments on posts they’ve decided to individually follow. Readers can also start their own independent discussions about posts in a community section, where they can see who is online and which posts are being actively read by a lot of users. The site has had about 100 or so active blogs in beta form, but they’ve opened it up since. Some of the more popular voices on the platform are entrepreneurs like Dick Talens, who co-founded 500 Startups-backed Fitocracy and blogs about how to stay in shape. San Diego Mayor Ignores Mounting Calls To Resign, Heads For 'Therapy' Instead

?San Diego Mayor Bob Filner once again bucked mounting calls to resign on Friday, saying at a hastily arranged news conference that he has decided instead to enter what he described as a behavioral counseling clinic for "intensive therapy."

The decision comes after a total of seven women came forward this week to accuse him of sexual harassment and unwanted sexual advances.

The succession of allegations prompted the head of the Democratic Party, Debbie Wasserman Schultz, to call for Filner's resignation earlier Friday.

Filner, however, did not resign.

(AP Photo/Tony Dejak, File)

(AP) ? The Cleveland man who imprisoned three women in his home, subjecting them to a decade of rapes and beatings, pleaded guilty Friday to 937 counts in a deal to avoid the death penalty.

Ariel Castro told the judge he was addicted pornography, had a "sexual problem" and had been a sexual abuse victim himself long ago.

In exchange for his plea, prosecutors recommended Castro be sentenced to life without parole plus 1,000 years.

Castro, 53, said he understood that he would never get out of prison, saying he expected he was "going to get the book thrown at me." He later added, "I knew that when I first spoke to the FBI agent when I first got arrested."

Castro, wearing glasses for the first time in court, was far more interactive than in previous court appearances when he mostly kept his head down and eyes closed. He answered the judge's questions in a clear, intelligible voice, saying he understood the proceedings and that he would never be released from prison.

Castro, who was born in Puerto Rico, said he could read and understand English well but had trouble with comprehension.

"My addiction to pornography and my sexual problem has really taken a toll on my mind." He later said he had been a sexual abuse victim as a child, but the judge cut him off.

Near the end of the 2 1/2-hour hearing, the judge accepted the pleas and declared Castro guilty. Sentencing was set for Thursday.

The deal comes more than a month after a statement issued on behalf of the women said they were "hopeful for a just and prompt resolution" and had "great faith in the prosecutor's office and the court."

Castro had been scheduled for trial Aug. 5 on a 977-count indictment, but 40 counts were dropped as part of the plea deal. The indictment included two counts of aggravated murder related to accusations that he punched and starved one woman until she miscarried. The former school bus driver also was charged with hundreds of counts of kidnapping and rape, plus assault and other counts.

He was accused of repeatedly restraining the women, sometimes chaining them to a pole in a basement, to a bedroom heater or inside a van. The charges alleged Castro assaulted one woman with a vacuum cord around her neck when she tried to escape.

The sticking point on a plea deal had been whether the prosecutor would rule out the death penalty.

The three women disappeared separately between 2002 and 2004, when they were 14, 16 and 20 years old. Each said they had accepted a ride from Castro, who remained friends with the family of one of the women and even attended vigils over the years marking her disappearance.

The women escaped Castro's house May 6 when one of them kicked out part of a door and called to neighbors for help. Castro was arrested within hours and has remained behind bars.

News that Amanda Berry, Gina Dejesus and Michelle Knight had been found alive electrified the Cleveland area, where two of them were household names after years of searches, publicity and vigils. But elation soon turned to shock as allegations about their treatment began to emerge.

Castro fathered a 6-year-old daughter with Berry, authorities said. They allege that on the day the child was born, Christmas 2006, Castro raped one of the other women, who had helped deliver the baby.

Berry told authorities that she, her child and the other women never saw a doctor during their captivity.

Knight said her five pregnancies ended after Castro starved and repeatedly punched her.

The Associated Press does not usually identify people who may be victims of sexual assault, but the names of the three women were widely circulated after they disappeared, and they appeared in an online video thanking the public for its support.

The judge read their names in court Friday as the hearing was carried live on national cable news.

Since their rescue, the women have sought to stay out of sight and have appealed for privacy.

Scientists implant false memories in mice

Researchers at the Massachusetts Institute of Technology have found a way to fool mice into remembering an electric shock where none actually existed.

By Joel Shurkin,?Inside Science News Service contributor / July 26, 2013

Researchers have created fake memories in mice indistinguishable from the mice's true recollections, an accomplishment that has bearings on much confidence we should have in our own memories.

?Memory is deceptive because it is colored by today?s events,? said Albert Einstein. ?It is also deceptive because it is frequently wrong, sometimes dangerously so.

Scientists at the Massachusetts Institute of Technology have developed the ability to implant mice with false memories. The memories can be easily induced and are just as strong as real memories, physiological proof of something psychologists and lawyers have known for years.

The findings are a serious matter. According to the?Innocence Project, eyewitness testimony played a role in 75 percent of guilty verdicts eventually overturned by DNA testing after people spent years in prison. Some prisoners may even have been executed due to false eyewitness testimony. It was not because the witnesses were lying. They were just wrong, said Susumu Tonegawa, a molecular biologist and the lead author in the MIT study.

In the longest criminal trial in American history, the McMartin family, who operated a preschool in California, was charged with multiple incidents of child abuse. After seven years and $15 million in prosecution expenses, some charges were dropped and the defendants were acquitted of others when it became clear some of the accusations were based on false memories, some possibly planted by childrens? therapists.

There is now a False Memory Syndrome in scientific literature and a False Memory Syndrome Foundation.

Last year, Tonegawa and his team published a study in?Nature?showing how false memories could be implanted in mice. They first put mice in a chamber -- the scientists called it the Red Room -- and let the animals roam around exploring so they could build up a contextual memory of it.

After a while, they gave the mice mild electric shocks to their feet and a blue light flashed in their brains delivered by a fiber-optic cable, implanting the memory that the Red Room was a dangerous place.

The next day researchers put the mice in an entirely different chamber ? the Black Room ? and let them explore peacefully. The mice were not afraid until the light flashed. The mice froze again although they were not in the chamber where they had received a shock. Why?

Memory is largely in the hippocampus, Tonegawa said, in a section called the dentate gyrus. Tonegawa, Steve Ramirez, a graduate student, and their colleagues identified the neurons there that were associated with experiential learning.

More Twin Cities jobs on the line as Wells Fargo scraps more mortgage joint ventures

Six months ago, Wells Fargo stepped away from a local mortgage joint venture, blaming new financial regulations. This week it dropped eight other shoes, canceling deals with several local mortgage firms, including HomeServices of America.

The Star Tribune reports on the move by the San Francisco-based bank, which is one of the country's biggest mortgage players.

The joint ventures were around the country, with HomeServices, owned by Berkshire Hathaway Inc., was the only local partner. But nearly half of the 300 or so affected jobs could come from Minneapolis, where Wells Fargo's mortgage unit has a big presence. (The bank hasn't said if it'll lay off those workers, and some could be relocated.)

Those moves are apparently in addition to layoffs this month that will cut 34 local workers.

Earlier this year, Wells Fargo closed a 200-person operation in St. Louis Park that it ran with St. Louis-based investment firm Edward Jones. The company said it ended the agreement after the Dodd-Frank financial legislation changed regulations relating to this kind of joint venture.

Pope Francis speaks against drug liberalization

RIO DE JANEIRO (AP) ? Pope Francis has jumped into a political debate over the liberalization of drug laws in Latin America, saying legalization will not reduce the problems of addiction.

In a speech in Rio de Janeiro to inaugurate a drug-treatment wing at the Saint Francis hospital, the pontiff called drug trafficking a "scourge," saying that it "favors violence and sows the seeds of suffering and death."

He said reducing drug addiction will not come from legalizing some drugs, as is currently being proposed by some leaders in the region.

Francis is in Brazil for a seven-day visit that is his first foreign trip as pope.

Australia's Bigcommerce Has Raised $40m From Former AOL CEO ...

Australian-born e-commerce platform Bigcommerce has raised a whopping $40 million from US venture fund Revolution Growth to fund technology improvements and a hiring spree in Sydney and Austin, Texas.

The Series C funding round brings Bigcommerce?s total amount of funding to $75 million and sees Revolution Growth founder and former AOL CEO Steve Case join the board with a minority stake.

Bigcommerce was founded in 2009 by Eddie Machaalani and Mitchell Harper. It allows businesses to build and manage e-commerce websites for $25-$300 a month and has about 36,000 clients currently.

?We bootstrapped the business ourselves off the back of credit cards,? Machaalani told Business Insider.

?In 2011 we raised $15 million in a Series A funding round from General Catalyst. In 2012 General Catalyst led a $20 million Series B investment round, which also included Mike Maples of Floodgate and one of the early investors in Twitter.

?We keep close relationships with investors we feel will add value to the business regardless of whether we?re raising or not. When we decided to raise another round of financing, we had spent a lot of time with Steve Case and the Revolution family and knew there would be a great fit.

?Revolution Growth offers a lot more than just the capital ? there is experience, advice and also a great network we can leverage to build the business even faster.?

With the $40 million investment, announced tonight, Machaalani and Harper plan to grow from 260 to 400 staff by mid-2014 and build new features that will allow clients to integrate their Bigcommerce stores with existing marketing, inventory, analytics and order management software.

While more than 65% of Bigcommerce clients are located in North America, Harper told Business Insider that the founders ?love being a part of [the Australian startup scene], where we?re always meeting great entrepreneurs?.

?There is also a thriving investment scene, but it tends to be at the earlier (seed and series A) stages,? he noted.

?For bigger fundraising at later rounds, the market in the US is significantly larger. The larger venture capitalists in the US, like Revolution Growth, have great experience in taking B2B software businesses from helping tens of thousands of small businesses, to helping hundreds of thousands, and even millions of customers.?

Forbes reported earlier this month that Bigcommerce claims to have facilitated some $2 billion of online sales by clients since 2009, and expects to facilitate $3 billion by the beginning of 2014.

Planned Parenthood to pay Texas $1.4 million to settle alleged fraud

By Jim Forsyth

SAN ANTONIO (Reuters) - Women's health group Planned Parenthood has agreed to pay the state of Texas $1.4 million to settle allegations of fraud in billing to a health program for the poor, Texas Attorney General Greg Abbott said on Wednesday.

But a spokeswoman for Planned Parenthood Gulf Coast strongly denied the allegations and said the group settled to avoid a lengthy battle with Texas.

The settlement is the latest in a series of confrontations between Planned Parenthood and the Republican-led state government of Texas.

It follows one week after Texas approved a new law that will force Texas clinics performing abortions to upgrade facilities to those of outpatient surgery centers, which could cost thousands of dollars for each clinic.

Planned Parenthood, the nation's largest abortion provider operating 13 clinics in Texas which perform abortions, staunchly opposed the new law and has threatened to sue the state.

Texas had previously banned Planned Parenthood facilities in Texas from participating in a state health program for poor women which funds care such as annual exams, cancer screenings and birth control. Planned Parenthood sued the state but ultimately lost in court.

Abbott, a Republican who is running for Texas governor, said on Wednesday that a whistleblower accused Planned Parenthood Gulf Coast of improperly billing Texas for products and services which were never rendered, not medically necessary, or were not covered by Medicaid, the government health program for the poor.

Medicaid is mostly funded by the federal government but administered by the states.

Investigators determined that Planned Parenthood "falsified material information in patients' medical records" in order to support fraudulent reimbursement claims, Abbott said.

Planned Parenthood said the allegations are without merit and the group was settling "as a practical matter."

"Continuing this litigation in the hostile environment for women's health would have ensured a lengthy and costly process that would have distracted our energies and required us to share the private medical information of thousands of women," spokeswoman Rochelle Tafolla said in a statement.

"We are ending this lawsuit in order to devote all of our time and energy to delivering high quality affordable health care."

Abbott, a strong opponent of abortion, is campaigning to succeed longtime Republican Governor Rick Perry in 2014.

Funding for women's health programs has been repeatedly cut by majority Republicans in the Legislature, and last week, Planned Parenthood Gulf Coast announced the closing of three clinics in Texas, one of which performs abortions.

NEW YORK ? Ray Lewis, Brian Urlacher and Ronde Barber grabbed the headlines by retiring, walking away from the game when they almost certainly still could have contributed to NFL teams.

Their departures overshadowed the pink slips handed to some longtime starters ? and stars. And as training camps open, the likes of John Abraham, Dallas Clark, Richard Seymour and Willis McGahee are unemployed.

So are Bart Scott, Kerry Rhodes, Brandon Lloyd and Vince Young.

What's the deal? Or, better yet, why haven't these solid players gotten any deals yet?

Here's a Pick 6 of positions where veterans with strong resumes are available, maybe even for a discounted price:

DEFENSIVE LINE: NFL teams really bulked up on defensive linemen in this year's draft, with nine selected in the first round. But with rotations on the D-line the norm, most rosters will have eight linemen who get onto the field in each game.

Available are three-time Super Bowl champion Seymour, last with Oakland, who has indicated he will retire without the right contract offer, and Abraham. Seymour is the more versatile, but Abraham is much more of a sacks threat and had 10 with Atlanta in 2012, when Seymour played only eight games because of injuries. Neither would come cheap and both are at the age ? Abraham is 35, Seymour turns 34 in October ? where they would be part-timers.

RUNNING BACK: Most teams are set with their starter, but as just about every club outside of Minneapolis and Seattle has discovered, more than one running back is essential.

On the market is McGahee, released by Denver in a youth movement and for salary cap purposes. Also available are Cedric Benson, Beanie Wells, Brandon Jacobs and Michael Turner. All have off-field or injury or durability issues and appear to be beyond their primes.

Yet when RBs inevitably go down in training camp or flop in the preseason, these guys could expect their phones to ring.

LINEBACKER: So much depends on whether a team uses a 3-4 or 4-3 alignment. On the street are Scott, who fits best in the 3-4, Keith Brooking, Thomas Howard, Takeo Spikes and Joe Mays. Spikes, Brookings and Scott fit exclusively on the inside.

RECEIVER/TIGHT END: Clark's career numbers and leadership would indicate he will land somewhere soon, especially with every team incorporating more plays for tight ends. Could he even wind up in troubled New England?

That's where Lloyd last worked, making 74 catches and 12 more in the postseason. Other wideouts available are Randy Moss, Early Doucet and, yes, even Terrell Owens and Chad Johnson.

DEFENSIVE BACKS: Teams tend to bring in and send out DBs all the time, so future employment seems likely for safeties Rhodes, Quintin Mikell and Jordan Babineaux. Same for cornerbacks William Middleton, Stanford Routt and Sheldon Brown. But they'll probably need to play special teams, too.

QUARTERBACKS: You won't find any likely starters here, maybe not even No. 2 QBs, but among those who could lend experience somewhere are Young, a former Offensive Rookie of the Year, Byron Leftwich and Matt Leinart.
